WHY are these changes introduced?

Isaac decided on 2026-10-29 to retire the maintenance-prs workflow. A Torrent routine will replace it, and auto-merge stays out.

Evidence:

• 71 PRs between 2026-09-10 and 2026-10-23: 10 merged, 9 closed by stale.yml, 52 still open.
• Bot PRs got no CI on their own: 40 PR runs stuck at action_required, and 17 died with 0 jobs.
• The workflow has been broken since 2026-10-26 by the claude-code-action pin (https://github.com/Shopify/cli/actions/runs/40249213977, https://github.com/Shopify/cli/actions/runs/40426069655).

Supersedes the RFC #9023, which stays open until Isaac decides what to do with it.

WHAT is this pull request doing?

Removes:

• .github/workflows/maintenance-prs.yml
• .agents/automated-tasks/refactor.md, tests.md, performance.md, security.md

Cleans up references:

• AGENTS.md: drops "Follow the check requirements of the active automation task."
• docs/cli/testing-strategy.md: drops the same sentence from the GitHub Actions section.

Nothing else used these files. packages/cli/src/cli/repo-health.test.ts only has the generic "third-party actions are pinned to a SHA" check, so it needs no change. No changeset, because nothing user-facing changed.

Secrets that become unused (for Isaac to remove later; this PR deletes none):

• None become unused from this PR alone.
• ANTHROPIC_API_KEY and ANTHROPIC_BASE_URL are still used only by gardener-investigate-issue.yml, so they become unused once Remove unused gardener workflows and Slack notifications #9022 merges.
• SLACK_GARDENER_BOT_TOKEN stays in use by gardener-notify-slack.yml.
• SHOP_GH_READ_CONTENT_TOKEN (also used by the removed gardener-backlog-prs.yml, Remove Gardener backlog PR workflow #9008) stays in use by tests-pr.yml, tests-main.yml, tests-manual.yml and update-graphql-deps.yml.
• GITHUB_TOKEN is built in.

How to manually test your changes?

There's nothing to test locally for a workflow deletion. After merging, confirm that maintenance-prs no longer appears in GitHub Actions and that the weekday 00:00 UTC schedule no longer runs.
