Agent can't list or rename tabs unless desktop tools are on #331
Description
Two-person study scenario 16 (#218): in talk, with desktop tools OFF, Tester A asked the agent to list the window's tabs and rename the current one. The agent answered: "I couldn't list or rename the tabs because desktop tools are turned off for this channel, so I couldn't see the window."
Tab discovery and rename (#46) act on Ace's own layout, not the user's desktop. Gating them behind native desktop tools surprised the tester. Either allow them without desktop tools, or say in the gate that they're included. Confusion 3/3.

Agents in a channel now get
tabsandtab_renametools for the Ace windows showing that channel, independent of Channel desktop tools (#340). Hosted channels don't get them yet (needs services/channel forwarding); their agents can still useace tabsfrom the shell.
