Explain why a team service refused, and why Move to cloud is missing #541
Description
Two partial-setup states give no explanation:
- HOSTED unset. A channel's menu has no "Move to cloud" when the directory names no hosting service (
apps/host/src/move.ts:70-94). Nothing says why, or what would add it. - Channel service 401.
ace new --hostedand moves report "The hosting service refused (HTTP 401): Unauthorized." (manage.ts:112,move.ts:160). The directory and compute paths go throughrejection()inclient.ts:80-91, which names the tailnet mismatch or a wrongACE_SECRET. The channel service's 401 should too.

Done: #558 lists the team services the directory names in Settings → Team, with Not set up and a setup link for missing ones (which explains a missing Move to cloud), and #559 explains the channel service's 401 the way the directory's is explained.
