Stop running tests in the Azure release pipeline - #298

The release build tried to install the test dependencies through a feed that only the root project was configured for, so the test runner's own install silently failed and the v2.9.0 release never reached publishing. Tests already run in CI on every pull request and in the bump workflow before the release PR is opened, so the release pipeline only needs to validate the tag and pack the package. Point npm at the package feed proxy for the pack step so it never reaches for the firewalled public registry.

This broke things because this registry didn't work. Just delete it. No other package we own runs tests like this prerelease.
After, we'll have to do 2.9.1, sadly. After getting more approvals anyway.
