Description
New packages to build the cosmic desktop environment. I took over from #61599 since the author closed it. I cloned their PR and then I went through @Duncaen 's comments and updated templates and tested the build/install in a VM.
Cosmic is now on version 1.11 so if this PR is merged I will look into building and testing the new version.
